    Title: 營造業缺工問題探討
    Discussion on the Problem of Labor Shortage in Construction Industry

    Abstract: 近年來我國營造業普遍出現各工種缺工問題,台灣在經濟發展迅速與大環境的轉變,使營造業各種技工出現短缺又無法徹底解決的困境,已對營造產業的發展造成了傷害。本研究針對營造業缺工問題進行探討與分析,以採取資料蒐集及理論探討研究的方式,採取實際訪談,加以瞭解對於營造業缺工問題普遍的想法及看法,以分析台灣目前營造業缺工的成因與影響,且依據訪談內容後透過SWOT策略分析進行研究分析,並根據研究結果對政府與營造產業以及後續研究建議措施如下: (1) 對政府的建議:推動產學合作的職業訓練及專業證照之取得,降低營造產業缺工困境。透過政府補助,採購設備,減輕成本及職業傷害。檢討相關法令與政策,使人員得到應有保障與重視。積極宣導工地工作實際現況,有效提升年輕人投入營造產業之機會。 (2) 對產業的建議:建立完善的經營管理制度與資訊化,提升競爭力,增加承攬機會。取得IS0認證,建立工程品質優良的形象與口碑,發展海外市場。藉由策略聯盟,建立合作關係,掌握資源,降低缺工問題。落實工安程序,強化工安及環保意識,減少環保及工安問題。改變承攬模式,區隔市場範圍,朝多角化發展。 (3) 對後續研究的建議:擴大訪談範圍與增加樣本數,使缺工因素之觀點更加客觀,有助於整體營造產業的發展。
    In recent years, the problem of labor shortage in various types of construction has generally occurred in my country's construction industry. Taiwan's rapid economic development and changes in the general environment have caused the dilemma of the shortage of various skilled workers in the construction industry that cannot be completely solved, which has caused harm to the development of the construction industry.This study discusses and analyzes the problem of labor shortage in the construction industry. It adopts the methods of data collection and theoretical research, and adopts practical interviews to understand the general thoughts and opinions on the problem of labor shortage in the construction industry, so as to analyze the current labor shortage in the construction industry in Taiwan. Based on the interview content, we conduct research and analysis through SWOT strategy analysis, and according to the research results, we recommend measures for the government, construction industry and follow-up research as follows: (1) Suggestions to the government: promote vocational training and industry-university cooperation. The acquisition of professional licenses reduces the difficulty of labor shortage in the construction industry. Through government subsidies, equipment is purchased to reduce costs and occupational injuries. Review relevant laws and policies so that personnel receive due protection and attention. Actively publicize the actual situation of construction site work, and effectively improve the opportunities for young people to invest in the construction industry. (2) Suggestions to the industry: establish a sound management system and informatization to enhance competitiveness and increase contracting opportunities. Acquired ISO certification, established a good image and reputation for project quality, and developed overseas markets. Through strategic alliances, establish cooperative relationships, master resources, and reduce labor shortages. Implement work safety procedures, strengthen work safety and environmental protection awareness, and reduce environmental protection and work safety problems. Change the contract mode, differentiate the market scope, and develop towards diversification. (3) Suggestions for follow-up research: expand the scope of interviews and increase the number of samples, so that the viewpoint on the factors of lack of work is more objective, which is conducive to the development of the overall construction industry.
