Abstract:	本研究為探討《工廠管理輔導法》當中之回饋金徵收政策的流向及用途，並參考過去關於回饋金運用的文獻資料，初步對回饋金的運用歸納成四種構面，經由德菲法問卷後，再納入專家一致性同意政府單位所提出建議增加的第五項構面設計訪談問卷，共包括A、B、C、D、E，再以AHP層級分析法得到關於政府單位及私人企業分別認為回饋金應使用的流向及用途之權重排序。經AHP層級分析取得專家群一致性認同的檢驗結果，進而提供給未來政府單位制定回饋金政策時的參考依據。研究結果如下:1.政府單位一致性認為回饋金應首要用於公共消防安全與設備，私人企業則多數認為首要用於公共建設與福利，地方敦親與睦鄰則是達80%一致性認為相對不重要的。2.不論是政府單位或私人企業，多數認為回饋金應該用於公共的事務上，如結果顯示的公共消防安全與公共建設與福利。3.整體問卷權重分析顯示，環境綠能與發展雖然不是首要著重的事項，但整體權重排序第三，因此回饋金運用於綠能發展及再生能源的政策將是未來政府持續重視的重要議題。 The goal of this study is to investigate the flow and application of the policy on reward collecting in the Factory Management Guidance Law, and with reference to previous literature on the usage of rewards, the application of rewards may be grouped into four categories. Following the Philippine legislation questionnaire, an interview questionnaire was created based on the fifth dimension proposed by the government unit, with a total of five questionnaires, and the recovery rate was 100%. The AHP analysis hierarchy method was then used to obtain information on the flow of the government unit and private enterprise to which the rebate should be applied, as well as the weighted ranking of uses. Expert Choice, the AHP hierarchical analysis tool software, obtained the test findings of the expert group's consensus and then offered the reference basis for future government units to create the reward policy. The study's findings are as follows:1.Government units unanimously believe that the rebate should be used primarily for public fire safety and equipment, while the majority of private companies believe that it should be used primarily for public construction and welfare, and 80 percent of local residents and neighbors agree that it is the least important.2.Whether it is a government unit or a private firm, the majority of people believe that the rebate should be utilized for public purposes, such as public fire safety, public construction, and welfare, as evidenced by the results.3.The total questionnaire weight analysis reveals that, while environmental green energy and development are not the top priorities, the overall weight is rated third. As a result, green energy development and renewable energy policy will be an important topic that the government will continue to focus on in the future.
