Abstract: | 有鑑於2025年臺灣老年人口將超過總人口20%,老人福利服務在高齡化社會中益顯其重要性,其發展的重點在於保障老人經濟安全及維持基本生活品質,提升生活照顧服務場所之需求,並結合在地社會福利團體,就近提供老人社區照顧,成立健康福利維護服務據點。人們的生活離不開食、衣、住、行這四大項目,老人福利服務也是如此,其服務重點在於幫助高齡者聯繫必要的資源,為高齡者提供優質、專屬協助,例如:使用合適的設備、客製化需求、保健活動、社區活動、社交技能,使高齡者讓身體、智力和社交方面皆能維持健康,並提供其家庭的成員喘息服務計劃,解決個人問題或疑慮,以確保長期照顧資源的連續性專業服務。本研究透過個案訪談結果,彙整出優化社區健康照顧團隊的關鍵條件,建議老人福利服務機構之組織可嘗試以新興領域「民主型態的社會福利企業」的模式,經營者並可運用責信制度、賦權結構,適度給予下屬權位與權能,積極朝向企業優化目標訂定策略,改善現有的照顧服務體系成為嶄新的經營模式,其經營模式包含居民的安全與福祉、共識參與互助合作,並藉由蒐集經營問題點、關注議題、趨勢報告、組織規模、創新價值與SWOT分析,以達到永續經營的目的。 In view of the fact that the elderly population in Taiwan will exceed 20% of the total population in 2025, welfare services for the elderly will become increasingly important in an aging society.
