Title:	捕蜂捉蛇為民服務勞務委託採購案評選項目之研究 The Study of Services Procurement for Wasp Nest and Snake Removal

Abstract:	捕蜂捉蛇非屬消防機關法定的業務，因其屬為民服務性質，一直以來均由消防機關執行，由於逐年遞增的受理案件數，嚴重排擠其日常勤務運作，行政院決定捕蜂捉蛇業務自2017年由農政單位主政。大部份縣市因農政單位人力不足，而採取委外方式執行。2018年有11個縣市以公開招標方式，委外由民間執行，其中有6個縣市)採評選方式，評選結果影響捕蜂捉蛇勤務的推動。爰此，本論文欲深入探討評選項目重要性及權重，期望研究結果能提供相關單位辦理採購案評選之參考。本研究參考相關文獻、招標文件及實務經驗設計專家問卷，並針對產、官、學界的蜂蛇專家發放問卷，共回收有效問卷22份。數據資料以層級分析法 (AHP) 分析，並進行評選項目及評選子項重要性的排序，評選項目排序為「履約能力」、「整體勤務流程規劃」、「預期成果效益評估」、「簡報」。全體評選子項前3名排序為「計畫主持人及主要工作人員之經驗及能力」、「歷年實績證明與信譽口碑」及「案件控管能力」，此三子項皆屬「履約能力」項下，可見「履約能力」為捕蜂捉蛇為民服務勞務委託採購案評選最重要的評選項目。最後，建議此類的採購案，可依本研究成果，視地區特性及實際勤務需要，調整評選項目與權重比，採評選方式進行。不以價格為唯一考量，應綜合考量廠商的專業能力、履約能力...等因素，以防止不良廠商低價搶標，方能覓得優質廠商，讓捕蜂捉蛇為民服務勤務得以順利委外由民間單位有效執行。 As wasp nest and snake removal was categorized as one of citizen services, Fire bureau kept this job for long time based on this reason. However, increasing cases have disturbed daily operation of Fire bureau drastically. Consequently, Executive Yuan made a declaration that Agriculture Department took in charge of this business since 2017. Due to human resource shortage, most of counties (or cities) outsourced this business. Until 2018, six-elevenths of counties (or cities) applied evaluation criteria in public tender project. Results of evaluation criteria affected the progress of works. Therefore, the purpose of this thesis is to investigate expert opinions of identify determinants of services procurement for wasp nest and snake removal and their priority. The expert questionnaire design mainly referred to relevant literature, tender documents and practice. Totally, 22 valid questionnaires were collected from industry, government and academic organizations. By Analytic Hierarchy Process (AHP) analysis, the research found that the ranking of factors are as follows: Performance ability, Work flow design, Anticipate benefit and Presentation. Top 3 sub-factors are totally under Performance ability factor, they are expertise of program manager and staffs, performance certification, schedule control ability. The findings suggest that similar service procurements should adopt evaluation criteria, adjusting factor weight scale with regional difference and actual needs. To improve services procurement for wasp nest and snake removal successfully and avoid price is the final decision
