    Abstract
The current industry of high quality figure skating blades production is centralized in Europe. If Taiwan’s manufacturers fail to upgrade the quality and increase its value, they will fall in the “Red Sea” market and forced to compete with lowering prices. And eventually, they will be eliminated from the competitive markets. In other words, the only way to survive is to get into the “Blue Sea” market for Taiwan’s manufacturers, i.e., producing professional figure skating blades.
Taiwan is moving to the Industrial 4.0. environment. Consequently, the labor cost goes up, the company benefits requires better offers, and working hours for operators continuously reducing. In order to cope with skyrocketing production cost and maintaining good company profit, to continuously innovate good quality products and elevate the value of products is the only solution to get survived. To improve the hardness and coating surface polish are two key elements for high quality figure skating blades which requires sound industry experience and professional knowledge. The objectives of this research are as follows:
    1. To improve product value, German-make high-carbon steel is adopted.
    2. To improve product quality, a complete set of heat treatment design of experiments is conducted.
    3. To improve blade surface polish, a new polishing material and grinding process are identified.
    4. To deliver better product value, an improved electroplate process is
    iii
    developed.
The research results successfully resolve the aforementioned objectives. The resultant blades manufacturing process demonstrates economical and mass production capability which is able to acquire high quality and high unit price orders from European buyers.
