    題名: 台灣垃圾掩埋場減災預防之探討

    摘要: 台灣各公有垃圾掩埋場共計317處,67處掩埋場尚仍營運使用中,250處屬停用、封閉或復育,平均一縣市就有二、三處以上垃圾掩埋場。每到夏秋之際,天乾物燥加上氣溫炎熱,垃圾場災害案件層出不窮。
    根據台灣相關法規之規定中,並無討論到垃圾場設置消防搶救設備之情形。且考量到設置搶救安全設備需耗費開銷成本以及維護保養,若無透過法規強制力方式進行管理,災害一但發生,往往第一時間無法馬上進行初期滅火搶救,導致災害一發不可收拾,耗費許多消防資源。
    雖鄰近地區有消防隊駐守,但垃圾場發生火警災害時,若場區內無即時做出應變,往往消防單位抵達現場時已一發不可收拾,且火災初期到火災最盛期所需花費之時間平均約五分鐘,意即五分鐘垃圾場會達到全面燃燒之狀況。然而鄰近消防隊因轄區距離、路況、戰力配置等等不同狀況,到達火災現場已經超過五分鐘的時間,而災害也演變成無法控制的情況。
    研究方法利用德爾菲法(Delphi Method)蒐集受訪專家學者對此研究之建議,討論如何有效達到垃圾掩埋場減災預防之目的,期望能達到降低災害發生之機率。
    There are three hundred seventeen public landfills in Taiwan, sixty-seven of which are still in operation and 250 are in use, closed or rehabilitated. There are two or more landfills in an average county and city. Every summer and autumn, the dry weather and the hot weather, the garbage field fire cases emerge one after another.
    According to relevant regulations in Taiwan .There is no discussion about the situation of setting up fire rescue equipment in landfills. Consider the cost and maintenance of setting up a fire rescue safety equipment. If there is no law enforcement force management, the fire will not immediately be able to carry out the initial fire fighting and rescue, which will cause the disaster to be out of control and cost a lot of fire resources.
    Although the fire department in neighboring areas, when there is a fire situation in the landfill, If there is no immediate response in the field, often already out of control when fire units arrived on the scene, if there is no immediate fire fighting and rescue at the first time, the fire will often be out of control when firefighters arrive at the scene, and the time taken from the early stage of the fire to the peak of the fire is about five minutes on average, meaning that the garbage dump will reach full combustion after five minutes. However, because of the distance from the near fire department, the road conditions, the combat power configuration and other the different conditions, it has been more than five minutes before arriving at the fire scene. The disaster has evolved into an uncontrollable situation.
    The research used the Delphi Method to collect the experts and scholars' suggestions for this research, and discusses how to effectively achieve the purpose of disaster reduction and prevention of landfills, and hopes to reduce the probability of disasters.
