Abstract: | 1999年9月21日台灣發生了芮氏規模七.三的集集大地震,國際間也紛紛派出城市搜救隊伍來臺灣協助救災,也讓台灣發現了這些隊伍的組織、裝備器材與運作有一套規範與制度。遂於翌年制定災害防救法,「為處理重大災害搶救等應變事宜,內政部消防及災害防救署應設特種搜救隊及訓練中心,直轄市、縣(市)政府應設搜救組織」,但目前仍未取得聯合國的認證。
本研究以區域治理模式,輔以國際搜索及救援諮詢小組之指導原則及分級認證來評估中彰投苗合作共組重型搜救隊之可行性,以及對消防署及這四個縣市的特種搜救隊相關人員進行深度訪談,藉由訪談過程探究目前各隊伍的編制及能力及瞭解合作的建議與困難。
研究發現,受訪者皆認同共組重型搜救隊理念,中彰投苗隊伍在搜索及救援這兩個功能編組比較完整,其他組別如管理、醫療、後勤缺乏專業人員及裝備器材,應廣納消防以外的局處或民間單位,再者,臨時性任務編組的組織相較於常態性獨立編組也不利於重型隊伍的發展。最後,因為地理優勢,中部區域的隊伍應該要多利用消防署訓練中心的場地來進行訓練。
On September 21, 1999, a 7.3-magnitude earthquake struck Taiwan. In the meantime, different countries in the world assigned their urban searchand rescue teams to Taiwan to help with disaster relief. While accepting the support of the international team, Taiwan has found that there was a perfect system, rules and regulations on the organizations, equipment materials, and operating process of the disaster relief for these international teams. Therefore, Taiwan developed Disaster Prevention and Response Act in the following year, 「To deal with the response affairs of major disaster rescue, the National Disaster Prevention and Protection Agency of Ministry of the Interior shall establish the Special Search and Rescue Team and the Training center」. However, Taiwan’s search and rescue team has not yet obtained the UN certification.
This study based on the regional governance model, supplemented by the guidelines and certification of the international search and rescue advisory group to evalucate establishing a heavy urban search and rescue team in collaboration with Taichung, Changhua, Nantou and Miaoli. In-depth interviews with the National Fire Agency and the special search and rescue teams of the four counties, through the interview process to explore the current team preparation and capabilities and understand suggestions and difficulties of the cooperation.
This study found that respondents all agree with cooporation concept, teams of Taichung、Changhua、Nantou and Miaoli are relatively complete in the search and rescue components, other components such as management, medical, logistics lack of professionals and equipment. Hence, not only fire department but also civil units might be included in this cooperation system. Second, the organization of temporary task formations is not conducive to the development of heavy teams compared to the normal independent grouping. At last, teams in the central region should use the venue of the National Fire Agency Training Center for training because of geographical advantage. |
