Abstract: | 根據世界經濟論壇(World Economic Forum, WEF)調查,台灣多年皆位居全球產業聚落發展指標之首位。然而過去相關研究多以單一影響因素或聚落個案進行討論,如政府政策、產業群聚區域空間、產業群聚成員關係、產業群聚成員角色、聚落形成價值等因素,來探討產業群聚的現象及形成,少有一完整系統性觀點進行論述。本研究目的在於提出一系統性架構,進而探討台灣產業聚落發展模式與歷程演化路徑,以掌握產業聚落發展創新模式的機會。選擇玻璃、自行車、遊艇等三個產業聚落為研究對象,採用個案研究法的方式,蒐集三個案產業聚落之2003-2017年之公開資訊與相關事件,以及進行專家訪談。本研究透過文獻彙整提出一個五構面分析架構,包含政策、空間群聚、關係網絡、價值共創與權力結構等,進而探索出五觀點下之發展要素與聚落發展歷程。研究發現為產業聚落發展的成功要素以價值共創為主要核心,而政府政策支持與輔導為重要資源,結合政府的推動計畫與政策,並運用科技、美學文創、新材料、新營運模式等創新元素加值於傳統產業,發揮具特色化及提升附加價值;而權力結構、關係網絡及空間群聚強調須有一核心組織整合產業鏈體系。最後本研究提出產業聚落發展之具體建議。
According to the World Economic Forum, Taiwan has been ranked first in the global industrial development indicators for many years. However, in the past, relevant researches were mostly discussed by single influencing factors or settlement cases, such as government policies, industrial clustering regional space, industrial cluster membership, industrial cluster membership, and settlement formation value to explore the phenomenon of industrial clustering. And formation, there is no complete systemic point of view for discussion. The purpose of this study is to propose a systematic framework, and then explore the development model and evolution path of Taiwan's industrial settlement, in order to grasp the opportunity of industrial settlement development and innovation model. Choose three industrial clusters such as glass, bicycle and yacht as research objects. Using the case study method to collect public information and related events from 2003-2017 for three cases of industrial settlements and conduct expert interviews. This study proposes a five-facet analysis framework through literature review, including policies, spatial clustering, relationship networks, value co-creation, and power structure, to explore the development factors and settlements under five perspectives. The study finds that the key factors for the success of industrial cluster development are value creation. The government's policy support and guidance is an important resource, combined with the government’s plans and policies, and the use of technology, aesthetics, materials, new materials, and new business models. Other innovative elements such as value added in traditional industries, play a distinctive role and enhance added value. The power structure, relationship network and spatial clustering emphasize that there must be a core organization to integrate the industrial chain system. Finally, this study proposes specific proposals for the development of industrial settlements. |
