Abstract: | 摘要
研究動機:台灣老人機構雖然在數量上已達一定規模,機構住民能否依照其個人的願望與需求安享晚年,實為人權至上的世代關注的核心議題。獨立倡導制度乃運應而生。
研究目的:獨立倡導人實務場域的督導角色扮演一個核心的功能,事關獨立倡導制度之成敗。此為本論文研究之動機,與主要議題。
一、本研究的目的有二:
1. 分析獨立倡導的角色與功能。
2. 對獨立倡導工作的未來發展建言。
二、根據研究的目的,我們將下列的問題,予於探討:
(一) 老人獨立倡導在台灣進行哪些服務?獨立倡導的角色與功能為何﹖
(二) 獨立倡導督導員的角色與功能為何?制度在台灣未來的老人權益發展有哪些影響﹖
研究方法-研究過程:
本研究的重點是歸納並整理出「獨立倡導工作定義及內涵」,其功能與影響力為何?尤於這些問題、概念至今均未發展至普遍認識與了解,因獨立倡導工作仍為臺灣老人照顧體系中較新穎的服務,尚有許多措施較不熟悉,企圖將從服務老人獨立倡導中的督導經驗中,了解獨立倡導內涵,並將其資訊整理屬於獨立倡導運用在臺灣老人照顧。本研究以質性研究取向,並採半結構式的深度訪談為主要將蒐集並加以分析、整理後達資料飽和進行分析、編碼、分類後依主題撰寫論文。研究者將其觀察之紀錄以匿名的方式,進行分析與探討。
研究發現:
1. 獨立倡導制度為歐美的弱勢保護措施,台灣有引進的社會背景與需求。
2. 獨立倡導制度的角色與功能,可分為:
(1) 倡導組織:辦理倡導服務的法人團體
(2) 倡導督導:規劃與執行計畫、教育訓練與管理督導倡導人,介於組織、獨立倡導人、機構之間進行溝通協調的工作
(3) 倡導人:執行倡導組織的任務,傾聽、陪伴、和代表倡導對象參加會議。
3. 呼籲公部門率先投入獨立倡導制度,並邀集社會大眾共襄盛舉。
研究結論與反思:台灣社福專業的發展已具相當的成效,然而仍有資源缺乏和力有未逮之憾。提倡社會中有能力、有愛心人士投入弱勢代言工作,為公民社會和人道主義彰顯之道。我輩社工人當思索如何積極參與,為整體社會之進步與發展盡一己之力!
Abstract
Research Motivation:
There are numbers of elderly institutions in Taiwan.Are the residents able toenjoy their golden age in accordance with their individual wishes and needs? That is core issue of this research. The independent advocacy system helpsthose people.
Research purposes:
The independent role of the supervisorhas a core function, which is related to the success or failure of the independent advocacy system.
These are 2 purposes:
(a) Analyze the functions and roles of the independent advocacy.
(b) Provide suggestions for future development of the independent advocacy.
These are 2 questions:
(a) What kind of service does the independent advocacy provide to seniors in Taiwan? What are the roles and functions of independent advocacy?
(b) What is the role and function of the independent advocacy supervisor? What is the influenceof the system on the future development of the elderly’s Human right in Taiwan?
Research Method:
This study takes qualitative research orientation and adopts semi-structured in-depth interviews to collect and analyze, organize and then saturate the data for analysis, coding, and classification.
Findings:
1. The independent advocacy system is a protection system for minority inEuropeand the United States. In accordance of social backgroundand social needs of Taiwan,the independent advocacy system has been introduced.
2. The roles and functions of the independent advocacy system can be divided into:
(1) Advocacy organization: a corporate organization that handles advocacy services
(2) Advocacy supervision: a professionabout planning and implementing program, educating, training and management. Supervisior advocates, communicates and coordinates amongorganizations, independent advocates, and institutions.
(3) Advocate: carry out the tasks of the advocacy organization, listening, company, and represent the advocacy objects to attend the meeting.
3. The public sector has to invest in an independent advocacy system and invite the public to participate in this event.
Research conclusions and reflections:
The development of Taiwan's social welfare profession has achieved considerable results. However, there are still lack of resources and unsuccessful regrets. We should encouragecompetent citizens in the society to invest in endorsement for the weak, so that we could show the way for civil society and humanitarianism to the public. |
