摘要:	我國已逐漸步入高齡化社會，故老人安養暨長期照顧機構建置及相關法規的完整性越來越重要。因此本研究以外勤消防人員的角度，針對四大面向防火管理制度、消防機關、老人福利機構、環境因素進行探討，並利用SPSS統計分析老福機構針對防火管理制度暨驗證實施的問卷進行調查，旨在了解老福機構針對防火管理制度暨驗證的重要性暨不足之處，包括防火管理制度與驗證制度有進步空間、防火管理制度與驗證的推動，對於場所防止火災有幫助、老福機構雖然能配合防火管理制度與驗證，但查核時發現員工普遍訓練不足且夜間人力應予以強化、喚起社會大眾的重視，督促老人福利機構不能鋌而走險，超收入住者。本研究針對研究結果提出後續改進建議，才能完善政策，提升老人福利機構的安全。 Our country has gradually stepped into an aging society. Therefore, the integrity of safety for the elderly and long-term care institutions and the related laws and regulations are more and more important. Therefore, this study based on firefighter’s point of view and focuses on four major aspects: fire prevention management system, fire department, elderly welfare institutions, environmental factors, using the SPSS to quantitative the analysis of the elderly welfare institutions for fire safety management system and verification of the implementation of the questionnaire to investigate the elderly welfare institutions for fire management. The importance of systems and verification and inadequacies, and the results of the analysis included: There is room for improvement in fire prevention management system and verification system. The promotion of Fire management system and validation helps for the site to prevent fire. Elderly welfare institutions can cooperate with the fire prevention management system and verification, but the investgation shows that staff generally lack of training, and manpower should be strengthened at night. Raising the attention of the community, urging the elderly welfare agencies that shouldn’t take the risk of taking the residents more then it should be. This study proposes follow-up improvements to the research results in order to improve policies and enhance the safty for the elderly and long-term care institutions.
