    Abstract: 隨著台灣因整體經濟與生活水準提升,每年汽車總登記數呈持續上升趨勢,顯示停車供需失衡現象,改善停車問題仍為各地主管機關基極推動之重要議題與工作;政府提供民間業者共同參與公共建設興建與管理之優惠方案,積極推動民間參與路外公共停車場之興建管理;以往針對公有路外停車場之環境評估與實質營運績效、消費者使用感受等面向亦有諸多專家學者之文獻著作與學術研究。本論文研究整合 PEST、SWOT、五力分析與BMC等有關商業營運模式之分析項目,針對公有路外停車場提出總體環境分析模型,並以臺中市現況與企業規劃案例作為個案研究,分別進行總體環境分析項目調查與分析。本研究從民間業者參與公共建設之角度,提出結論與建議,提供未來政府主管機關與相關業者做後續經營策略相關事務之參考依據,藉此發展路外停車場優化所需衡量之條件與對策。

    This paper analyzes the Overall Environmental Analysis Model for public off
    street parking lots respectively, which integrates with of PEST, SWOT, five force analysis, BMC and other models related business operation, for an enterprise planning case and Taichung as cases. This study draws on the conclusions and suggestions from the perspective of civil industry participation in public construction, and provides the reference basis for the future affairs of the government authorities and related industries to carry out follow-up business strategy.
