    Abstract: This research is focused on the competitive-cooperative relationships between the third-party payment platform and banks. In pace with the development of Bank 3.0 digital finance in Taiwan, the government hopes to accelerate the combination of Bank industry and E-commerce by Bank 3.0, and the bank could also expand their business scope by internet, e-commerce, third-party payment platform and mobile payment.
    However, the essence of banks is the specialty of cash flow management ability, their lack experience and low pace of digital finance development caused them to face insufficient human resources and practical management experience.
    However, the specialty of cash flow management is still the advantage of Taiwan bank industries; if they could operate the third-party payment platform, it could increase their income, decrease the risk of transaction, the cost of human resource, and the risk of financial management. Therefore, this research aim to find the related extended application of the third-party payment platform, strengthen Bank 3.0, investigate the related potential business, and use the third-party payment platform to create more digital finance business.
