有百年歷史被稱譽為療傷聖藥之雲南白藥，屬中國大陸中藥一級保護品種、國家保密級配方之中成藥。其神奇療效廣為人知，舉凡刀槍跌打損傷、崩漏下血、瘡瘍腫毒、皮膚感染等，無不應手取效。但近年來隨著其臨床不良反應案例與日劇增、發生臨床醫師仿單標示外用藥致死事件，加上被批露含有劇毒成份草烏（斷腸草）^((1))等，其神祕面紗愈發令人質疑，消費糾紛不斷，也引發大陸國家中成藥保密制度與人民知情權^((2))、人格尊嚴間衝突之法律爭議。如何解決上述爭議與法制改革是大陸執政當局相當棘手之難題，也提供我方相當之啟示。
Yunnanbaiyao, a traumatic medicine which own hundred years of history, is the most senior national security Chinese medicine in China. Its miracle potency of medicine is well known all over the world; for example, the cure of bruises, abnormal menstrual bleeding, sores, ulcer, swollen poison and skin infections. However, because its clinical cases of adverse reactions were increasing day by day in recent years, a lethal event occurs due to off label use by clinicians and ingredient of toxic aconitum was revealed, its mystery is doubtful in public. These lead to not only the consumers' disputes occur off and on, but also the legal disputes occur between the national security systems of Chinese medicine and People's right to know as well as Human dignity. How to solve the above-mentioned disputes and reform the legal systems is not only the knotty problem to the Chinese government, but also the revelation to the Taiwan government.
