Abstract: | 精密機械產業是帶動國家基礎工業的火車頭,台灣精密機械產業一直扮演著台灣 產業升級階段性的募後推手,所以對台灣精密機械產業的過去回顧與未來發展策略是 一有趣與值得探討的議題。本研究期初乃以精密產業的角度,來探討台灣在這個領域 之過去、現在及未來的發展策略與面臨之挑戰;鑑於精密產業的涵蓋面非常廣泛,並 非特定單一產業或特定之技術。因此,本研究謹以精密機械產業為主要探討對象,本 研究採用文獻回顧法、專家訪談法,針對不同時間軸的產業特徵和其技術指標廣泛蒐 集資料,並加以探討及瞭解精密機械產業之發展歷史軌跡。大致分為三階段:1940~70 年代以傳統的工具機發展為主軸的萌芽期、1970~80 年發展數控機械之成長期及 1980 年代之後發展電腦數控系統為主之成熟期。再利用資料探勘、演繹法擬定出台灣精密 機械產業技術地圖 (Technology roadmap);同時環顧全球精密機械產業之動態與全球 佈局之考量,利用產業策略 SWOT 分析,擬定精密機械產業未來發展之策略方針,以 供政府單位與產業策界略擬定之參考依據。 研究結果顯示:產業升級之課題除技術能力提昇外,更需考量全球行銷策略及供 應鏈管理 e 化同時並進。透過電子商務系統、企業 e 化、開發知識經濟價值及有效利 用兩岸技術分工與資源整合之利基,加上政府政策之引導、教育單位之人才培育、學 術單位之研究與業界之合作發展,共同以追逐 2008 年的全球前四大精密工具機生產 國及全球精密工具機 ODM/OEM,最大製造基地之雙項目標前進。
The precision machinery industry is the locomotive that arouses a nation’s primary industries. Taiwan’s precision machinery industry has been playing the pushing hands behind Taiwan’s industrial upgrading stages. Therefore, the past review and future development strategy of Taiwan’s precision machinery industry is an interesting subject that worth to be studied. The early stage of this study discusses the past, present, and future development strategies and the challenges that Taiwan were and is facing in this field from the precise industrial angle. Owing to the precise industry covers extensively, not just one particular single industry or one specific technology, the precision machinery industry was taken as the main object for discussion. This study adopts the historical method and expert interview method, extensively collects data aiming at the different time axial of the industrial characteristics and their technique indices to study and understand the history path of the developing of the precision machinery industry. It has been approximately divided into three stages: the embryonic period, from1940s to 1970s, taking the traditional mechanical tools as the main developing axle; the growth period, from 1970s to 1980s, developing the numerical control machinery; the mature period, after the 1980s, developing the computer numerical control system. Then, using data mining and deduction method to draw up the Technology roadmap of Taiwan’s precision machinery industry. In the meantime, considering the industrial movements and world layouts of the precision machinery industry and using the SWOT analysis to draw up the future developing strategies of the precision machinery industry that can be used as references for the government and industry when making strategy planning. The result shows: the subject of industrial upgrading not only concerns about the rise the technical capability, but also needs to consider the global marketing policy and the computerization of supply chain management at the same time. Through the benefits of E-Commerce system, the computerization of industry, the economy value of development knowledge, the efficient integration of the cross-straits technical fragmentation and resources, plus the guidance of government policy, the cultivation of talented people of education unit, the development of cooperating the academic unit’s research and industry to pursue the goals of becoming the fourth largest precision machine producing country in 2008 and the largest global precision machine ODM/OEM manufacturing base. |
