    Abstract: Enterprises should efficiently plan to adopt Information Systems (IS) models to face the rapidly changing China environment and to help enterprises achieve their business goals. This study establishes an 'information systems adoption planning model' for China enterprise investment that integrates strategic planning theory, Quality Function Deployment (QFD), the Analytic Hierarchy Process (AHP), and the Grey Relation Analysis (GRA) based on study objectives and decision process elements. We demonstrate this efficient planning model using the example of a Taiwanese company investing in an IS for its China operations. The results demonstrate that this company should install the goods delivery subsystem prior to installing the material management subsystem in order to satisfy the information needs of the customer's supply chain management.
