Community development is a multi-objective, comprehensive and long-term nature of social welfare patterns. Through the community organizations, it cultivates community residents to improve the sense of community cohesion, in which it enhances the quality of community life. Over the years, the government promoted community development among the community organizations. These organizations have been established up to 6,860 in Taiwan (Ministry of Health and Welfare, 2016). Research purposes: 1. To explore the characteristics of community organizations that participated the Community Development Evaluations (CDE) from MOHW in the past four years. 2. To understand staffs’ characteristics, staff’s personal network and outcome of those participated CDE community organizations. 3. Through exploring these CDE participated community organizations, the co-relationship between staffs’ characteristics, staff’s personal network and CDE outcome of these community may be revealed. Research method: The research adopted questionnaire investigation in order to explore the staff’s personal network and the outcome of those participated CDE community organizations from 2012 to 2015. The valid samples were 57 respondents, and their network friends were 801 cases. Research results: 1. Staffs had significantly different natures of personal network friends whereas their characteristics of community organizations were different. 2. Staffs had significantly different natures of personal network friends whereas their characteristics of respondents were different. 3. The outcomes of CDE were affected significantly by their different characteristics of community organizations. 4. The outcomes of CDE were able to be predicted in terms of different characteristics of community organizations and staffs. Suggestions: 1. Multiple resources connections should be developed in the community, especially in the country area. 2. Flagship communities’ “Big Hands holding Little Hands” campaign should be more promoted. 3. Seek key leaders of community organization and build their competency were important in order to develop their innovation directions. 4. Youngsters involvements in the community development should be highly incentivized. 5. All of key staffs such as chairman, the director- general or other persons who in charge of community services should be equally trained in order to promote better community development. 6. Different levels of personal network building skills among staffs of community organization should be provided as well. 7. Distinguish different dimensions of community needs, provide the related guidance and initiatives were also vital. 8. Levels of fiscal revenue of counties and cities should be considered in the community subsidy system in order to provide the equal supports to the communities.
